I have the Lenco Electric 9x12 trim tabs and they work great. The only porpoising I have experienced is at WOT with the motor lifted high with the jackplate and trimmed up excessively.

My recommendation is to paint over the top of the currently sanded paint job. Priming may only be necessary where you make the repair. Blend the primer in on the repaired area and paint.

I used 120 grit but did not sand to aggressively followed by 220 grit. I sprayed one full coat of EMC and completely sanded the first coat of EMC with 320 grit. The first coat of EMC makes a very smooth base. I then sprayed two coats of EMC and the finish looks like a mirror.
