As designed, the OB17 is a deeper boat with more deadrise at the transom. This makes is more suited for offshore use. I don't know that I've ever seen an estimation on how it affects performance. But I would wager that it makes <1 or 2 mph difference in top end.

Hard/sharp chines help the performance. A hard edge helps the water separate from the hull while the boat is on plane. This is particularly needed on the aft half of the hull and the transom. This is why so many builders go the extra step and hardening the chine after the hull has been fiberglassed....

I'd use a batten on the outside of the transom to keep the curve. Mark the center and two edges with a nail, and use a batten to mark the sweep.

It's not only available via cnc. One could cut the slits themselves, however the spacing and length would take a bit of guesstimation. Several people have built them into boats without kits, seaslug for one.
