It's not that easy: all the unrolled panels dimensions will be wasted and you have to add one frame.
How about the FS17?
I understand that you like the simplicity but it is simple because it is a small boat. make it longer and and it is not simple anymore.

Epoxy coating is sufficient. Apply a generous coating of epoxy and you will be fine. If the tanks width use the full width between stringers, that means, if the tank is wider than the space between cleats, you have two solutions: either omit the inside cleat or install the cleat after the tank.
