Thanks everyone for the support! Jaysen, like those steps!

My next step is to fiberglass the transom. so today I put the outboard motor on for the first time to see how the cavitation plate lines up with the bottom on the hull. Turns out, it's about 1" higher.

On top of that, the post on Outboard Shaft Length says the plate should be 2 - 3" below the bottom since it's a displacement hull. This all means I must cut 3" - 4" off the top of the transom, which will bring it below the rub rails. Now I must consider the design of the transom. What would be in keeping with the design of the boat?

Correct reasoning for a displacement hull, see my transom height tutorial.

If it were me on that hull I would not cut the transom flat across. I would make rounded cuts in the centre as deep as was needed. I just think it would look better. And if you do not like it then you can cut if flat. Much easier to cut off than add too.

Thank you Jacques! I should have paid more attention. Actually, I just wanted one step to be easy. So much figuring in boat building!

Fuzz, I think you are describing what Jacques was recommending. Cheers!
