I meant to get back and after I had stitched my cr13 together. I had a similar problem, and ended up using a bolt to pull it together as well. I'm wondering if there's a measurement problem on the plans or my lofting. It seemed like the curve along the keel was a bit more proud than it should be. It took far far more force to pull it together than my v12 did. I'll try to get a picture of it tonight, just now got it flipped after finishing the inside.

Hopefully that image link works. As you can see, there's a gap that had to be spanned, and then towards the bow it tightened up so much that not only did I need a bolt to pull the bow together, I used a few holes to the aft in order to get leverage as well.
I've since faired out and glassed over all of it, and I'm not worried about the shape or stability. It just seemed to be a bit more extreme operation than it should have been.
