What is epoxy-silicate and what benefits are you proposing?

I assume you mean using silica thickened epoxy for the fiberglass? If so you don't want to be wetting out cloth with thickened epoxy - it will make it hard to wet out.

What you can do is put a coat or 2 of slightly thickened resin on after you've wet out the glass - either when it's still tacky or when fully cured and sanded. This would help fill the weave of the cloth.

You can also use thickened resin to coat the surface you're about to glass if the surface is a bit rough and has small holes/scratches etc. Then the thickened resin will fill the small defects rather than leave small air voids under the glass.

I wouldn't use fumed silica to thicken it. It would be hard to sand. Use wood flour. Rick

Squegee the heck out of it if you are doing it that way or the cloth will "float". I would wait and add the thickened epoxy on top where it belongs.
