I'm about to put down a layer of 1708 on inside of hull and was wondering the correct way, lay down over wet or can I lay down over dry coat ?

You need to wet out the bottom side (matt side) first. This is after you have pre-coated "primed" the bottom panels with epoxy. Mix big batches and do not be shy about using large rollers and spreaders.

The 1708 takes a lot of epoxy, but it makes a very thick and tough laminate

Do you mean put the epoxy directly on the mat side then turn over and lay in place or do you mean a primer coat and then a wet coat over wood ?

both :) You "prime" the wood first do that is does not wick away epoxy from the glass.

You wet out the back side (matt side) then f;lip the piece over and add more epoxy to fully wet out the biax side. the reason for this is that its difficult to ge the epoxy to wet something that thick from one side. If you are using silvertip, you can wet it out from the top because it has a lower viscocity

Use the roll it came on. Wet it out - on the boat or a table. Roll it up, and then roll it out.

:)
